I think it's worth considering making this protocol simplification. It's pretty complicated as it stands now, with a three-level precedence hierarchy.

BTW, does the current spec ALLOW a simpler Printer implementation that always returns textWithLanguage and nameWithLanguage even when the explicit language is the same as the implicit language? Can a Printer return attributes-natural-language for each job in a Get-Jobs response even if it is the same as the implicit language?
