    Since our IEEE-ISTO documents are read using Acrobat, it is user-friendly to
    have the page numbers at the top (as well as at the bottom as the ISTO
    wants) and to start with page 1, not having any Roman numerals. This is an
    example of something we'd like to discuss with the IEEE-ISTO to see if we
    can convince them of this more user friendly page numbering when viewed with
    Acrobat (at least for the .pdf version). In Acrobat, you want to see the
    page number at the top, since that is what you see first when scrolling
    through a document where the entire page can't fit on the screen. Also as
    soon as you get to the bottom of a page, Acrobat flips to the next page, so
    its very hard to see the page numbers at all.

    Does the IEEE-ISTO even offer hard copy? If so, they may want the more
    traditional page numbering and the Roman numerals for the pages of bolier
    plate for the hard copy version. But I hope we can convince them to have
    only a single format for both hardcopy and .pdf and to make that format be
    most usable with Acrobat.
